EXECUTIVE SUMMARY
The Airport Land Use Commission is comprised of the five (5) Napa County Planning Commissioners plus two (2) additional members with expertise in aviation, as indicated in Napa County Resolution No. 90-22. For most of 2025 one (1) of the two (2) aviation expert Commission positions on the ALUC has been vacant. In October 2025 an application was received from Todd Walker to fill the vacant position. Napa County ALUC Staff, Executive Officer Dana Morrison and Staff Liaison Wendy Atkins, reviewed the application and received confirmation from the Deputy Clerk of the Board that there is no conflict of interest with Mr. Walker's application. On December 9, 2025 the Napa County Board of Supervisors voted to appoint Todd Walker as the newest member of the Airport Land Use Commission.

Mr. Walker has served on the Napa County Airport Advisory Commission (AAC) for the past 23 years and as a private pilot qualifies as a person having an "expertise in aviation". An "expertise in aviation" is defined under Public Utility Code Section 21670 9b as meaning "a person who, by way of education, training, business, experience, vocation, or avocation has acquired and possesses particular knowledge of, and familiarity with, the function, operation, and role of airports, or is an elected official of a local agency which owns or operates an airport".

Staff is excited to officially introduce Todd Walker and welcome him to his first ALUC hearing.
