RECOMMENDATION
title
Resolution to amend Napa County Policy Manual Part I: Section 37C-1 Management Compensation Plan - Management Classified, 37C-3 Management Compensation Plan - Management Non-Classified (Other), and 37C-4 Management Compensation Plan - Confidential. (No Fiscal Impact)
body
BACKGROUND
The County's Management Compensation Plan provides supplemental fringe benefits to attract and retain management positions ensuring the County is a viable employer in an increasingly competitive job market. Currently, new hires coming to the County to fill Management Classified and Management Non-Classified (Other) can begin accruing vacation leave at a higher rate based on prior years of specific public service experience. This is a great benefit to attract new employees. However, current employees who promote to management positions from within the County and held positions in a non-management represented employee group are not given the same benefit. The proposed substantive changes to the Management Compensation Plans allows the County to provide this benefit to retain employees and encourage employees to promote into management.
The other change to the Management Compensation Plans is a technical correction to remove the Senior Human Resources Analyst from the list of managers in Management Non-Classified (Other) and adding it to the list of employees in Management Classified to align with the current Table and Index of Classifications.
Please note: Additional track changes in the attachment are noted in Board Report 24-874 of the Board of Supervisors agenda for this same date...
