BACKGROUND
The Napa County Board of Supervisors entered into two long-term lease agreements with Fixed Based Operators (FBO) that included redevelopment requirements for the County Airport and for the two lessees: Atlantic Aviation, LLC and Skyservice US, LLC. The County is responsible for several infrastructure projects at the Airport to make way for the new private developments, which are the responsibility of the two FBOs, and the infrastructure projects each have specific timeframes within the leases to accomplish these efforts. Given the timeframes and cost, staff recommended a phased approach. Project 26017 is Phase 2 of the infrastructure projects required from the County which are necessary to meet lease milestones.
In December 2024, Napa County Airport completed the Terminal Redevelopment Phase 1 Project (PW23-29) which included efforts to demolish the former General Aviation Terminal and Electrical Vault, relocate utilities, and establish a new airfield electrical control room and lighting control system to the Federal Aviation Administration (FAA) Air Traffic Control Tower. The Phase 1 project was completed on or about November 25, 2024.
