BACKGROUND

ABAG/MTC has invited their leadership to participate in their annual advocacy trip to Washington D.C. to meet with federal congressional and agency officials to lobby for funding and issues related to Bay Area housing and transportation. As ABAG President, Supervisor Ramos is a key part of the advocacy efforts. All travel expenses are paid by ABAG/MTC.

Requested Action: Approve out of state travel for Supervisor Belia Ramos to Washington, D.C. from May 15-20, 2026.

Discretionary

Discretionary Justification:

Supervisor Ramos will represent Napa County in her role as President of ABAG and an MTC Commissioner.

Is the general fund affected?

No

Future fiscal impact:

None.

Consequences if not approved:

Supervisor Ramos will not be able to participate and represent Napa County in her role as President of ABAG and MTC Commissioner.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
