BACKGROUND
This item is a contract amendment and a budget amendment. The contract amendment increases services provided by Abode Services, Inc. (Abode) to maintain a Master Lease Program previously operated by Buckelew Programs, as well as provide funding for meal delivery previously under contract with Salvation Army. The budget amendment increases appropriation for the new program and increases Federal and State revenues to offset those costs.
Abode is a leading providers of homeless and rapid re-housing services in the Bay Area. Housing & Community Services contracts with Abode for operations of the South Napa Shelter, which includes meal provision, daytime drop-in services and extreme weather activation during the Winter Season at the South Napa Shelter, Housing Navigation Services, and Tenancy Sustaining Services to recently re-housed individuals formerly experiencing homelessness. Services provided are funded through a significant number of State and Federal grants and local funding, including a cost-sharing agreement for emergency shelter services with the City of Napa.
