EXECUTIVE SUMMARY

On September 13, 2022, the Board of Supervisors directed staff to conduct a Farmworker Housing Needs Assessment (“Assessment”). The purpose of the Assessment is to collect the necessary data to inform future discussion and planning of farmworker housing.  Today’s discussion provides the Commission with an update on the Assessment planning and execution.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

On September 13, 2022, the Board of Supervisors directed staff to conduct a Farmworker Housing Needs Assessment (“Assessment”). The purpose of the Assessment is to collect the necessary data to inform future discussion and planning about farmworker housing and community-based support service’s needs.

Staff have executed a contract for technical assistance with Assessment design, outreach, survey and focus group administration, data analysis and reporting.  The first step in the Assessment is to survey 500+ farmworkers living and/or working in Napa County.  Housing Authority staff are working with contract staff, with significant support from Public Health epidemiology staff, to develop the survey, translate into additional languages, engage with interpretation support and coordinate with key employers for access to worksites in August for survey administration.

The Executive Director of Housing Authority will provide a further update to the Commissioners on the Assessment.
