BACKGROUND
The Help America Vote Act (HAVA) provided Federal funds, CFDA Number 90.404, administered by the U.S. Election Assistance Commission (EAC) for activities to improve the administration of elections for Federal office, including to enhance election technology and make election security improvements, as authorized under sections 101, 103, 104 of HAVA. The California Secretary of State has been delegated the responsibility for the administration of these funds, including setting up necessary procedures for allocation of those funds. Said procedures require the County to certify by resolution, the approval of contracts for distribution of said funds to Napa County. General funds of $135,000 were expended to enhance election technology and make election security improvements. This resolution and agreement will authorize the reimbursement of those funds.
