BACKGROUND
Napa County Office of Emergency Services (OES), historically, facilitates the purchases of Capital Assets through various federal and state grants. In fiscal year 2017, through the Homeland Security Grant Program (HSGP), OES purchased 5 Infocus Mondopads for local agencies to use specifically in their Emergency Operations Centers to increase communication and interoperability countywide. The Mondopads were originally purchased for and are currently being utilized by American Canyon Fire Department Station 11, Calistoga Fire Department Station 19, City of Napa Fire Department, St. Helena Fire Department Station 17, and Yountville City Hall.

Since OES no longer has 2017 HSGP grant obligations associated with these capital assets via a HSGP Closeout letter, received August 2022, OES would like to donate them to the agencies for which they were purchased. Under Code of Federal Regulations 200.313(e) OES may donate grant acquired assets as equipment with a current fair market value of $10,000 or less (per unit) may be retained, sold, or otherwise disposed of with no further responsibility to the Federal agency or pass-through entity. Although the Mondopads are fully depreciated and have no book value, they pose a potential liability through maintenance and replacement.
