BACKGROUND
The California Arts Council (CAC) and California State Legislature established the State-Local Partnership Program (SLPP), which is designed to encourage cultural development at the local level through partnerships between CAC and designated local arts agencies of each county. The aim of the partnership is to promote and preserve the arts of all cultures to enrich the quality of life for all Californians through grant funding of cooperative activities and information exchanges.

Arts Council Napa Valley (ACNV) is a non-profit organization established for the purpose of promoting and providing arts and cultural programs in Napa County. In the past, the Board of Supervisors designated ACNV as the County's local arts agency to participate in the SLPP, receiving approximately $140,000 in grant funding for cultural development programs during Fiscal Years 2022-2024 and $128,500 for cultural development programs during Fiscal Years 2024-2026.

Today's action will designate ACNV as the County's local arts agency partner and authorize participation in the SLPP for Fiscal Years 2026-2028. In addition, ACNV will be authorized to prepare applications for program funding and present it to the County Executive Officer for approval prior to submission to the SLPP.
