BACKGROUND
The District has not updated its fee policy since 1998. Recently, the District participated in the fee study completed by MGT Consulting Group as a consultant to Napa County. MGT reviewed the current operations of the District with staff to determine where cost recovery would be appropriate. On those items, estimates were prepared for a basis upon which fees could be determined targeted at 100% cost recovery.

New fees for encroachment permits and design review were based on the average staff labor rate of $172 per hour which includes overhead costs. There is no charge for up to an hour of initial staff time for consultation or plan review. Flat fees of $1,031 were also added to either Appeal a Decision by the Board of Directors or Protest a Construction Bid based on the estimated staff time to process these actions.

The fee policy includes the ability to allow reductions in the event of declared disasters and full fee waivers if a number of findings are made. A process to appeal waiver decisions is also included.
