BACKGROUND
Napa Special Investigations Bureau (NSIB) operates a multi-jurisdictional, countywide unit, to enforce controlled substance laws and reduce trafficking of controlled substances in the County. The primary mission of NSIB is to significantly diminish the availability and illegal use, sales and manufacturing of drugs in the City of Napa, City of St. Helena, City of Calistoga, City of American Canyon, Town of Yountville and County of Napa and to apprehend the responsible offenders, thereby increasing public safety.
NSIB relies on aerial transportation services, provided by A&P Helicopters, to conduct drug enforcement reconnaissance and operations in the remote areas of rural Napa County that are inaccessible by conventional or off-road vehicles. The costs associated with the A&P Helicopters agreement is funded through the Drug Enforcement Agency's (DEA) Domestic Cannabis Eradication/Suppression Program (DCE/SP), which is a federal program that provides funding and resources to state and local law enforcement agencies to identify and eradicate illicit cannabis cultivation. Funding from this program has supported NSIB operations for the last 10 years.
