Approve and authorize Agreement No. 260075B with Abode Services for the term upon approval through June 30, 2027 for a contract maximum of $573,373 per fiscal year to provide clients enrolled in Mental Health Plan and Drug Medi-Cal Organized Delivery System programs with housing support services to help sustain treatment, recovery, and wellness. BACKGROUND
Health and Human Services Agency (HHSA) and Abode Services wish to engage in a contract to provide housing services for behavioral health clients served by the two managed care plans HHSA operates (i.e., the Mental Health Plan (MHP) and Drug Medi-Cal Organized Delivery System (DMC-ODS)) and as set forth in the Behavioral Health Bridge Housing (BHBH) grant previously received by HHSA. Abode will be providing interim and transitional housing support, along with services that facilitate access to permanent housing for behavioral health clients experiencing homelessness and who are diagnosed with serious mental illness or substance use disorders. As a Community Support Services and Enhanced Care Management provider, Abode is well-positioned to coordinate care with HHSA's Behavioral Health Division through individualized service plans and consistent client engagement.
This contract is funded by time-limited grant funds available through June 30, 2027. Similar to other program-specific housing supports, this funding enables HHSA to provide our behavioral health clients rental assistance, hotel vouchers, participant assistance, and landlord incentives, all designed to support treatment engagement, recovery, and wellness.
