BACKGROUND
In November 2022 the Board of Supervisors approved the County of Napa's ADU Loan Program. The Program provides forgivable loans for ADU development in exchange for the commitment to rent the unit at an affordable rate to households earning up to 80% Area Median Income for five years. As an eligibility requirement to access the County of Napa's ADU Loan Program, a Homeowner must obtain technical assistance to ensure that their ADU is successfully built. In January 2023 a contract was established with the Napa Valley Community Foundation to act as the fiscal sponsor for The ADU Center to provide expertise to Napa County Housing & Community Services' staff, as well as ADU applicants. In July 2025 The ADU Center moved from using the Napa Valley Community Foundation as their fiscal sponsor, to Community Initiatives. The ADU Center will provide the following technical assistance for applicants of the ADU Loan Program:
1. Homeowner Outreach & Education, including online webinars, marketing, media outreach, advertisements and proactive referrals for the ADU Loan Program.
2. ADU Tools & Resources, online print resources for homeowners and policy makers and updates for the ADU Calculator Tool.
3. Homeowner Technical Assistance including referrals for feasibility consults for homeowners utilizing the County of Napa's ADU Loan Program.
