BACKGROUND
Napa County and the City of Napa (City) are coordinating a joint paving project on Redwood Road and Forest Drive. All of Forest Drive will be paved, and Redwood Road will be paved from Dry Creek Road, up to Mount Veeder Road (depending on available funding). The project limits on Redwood Road are approximately 4.0? miles, with approximately 3,450 ft (0.65? mile) owned by the City. The County maintains approximately 275 ft of Forest Drive, and the City maintains the remaining 1,365 ft.

In 2026, PG&E will be undergrounding their utility lines along a 1.12 mile span of Redwood Road within the County's jurisdiction. Construction is scheduled to begin in March 2026 and is expected to be completed by the Fall of 2026. During this time, the County would prepare the design and provide a complete bid package to construct the paving improvements on Redwood Road and Forest Drive in the Summer of 2027.

The project will be funded using Local Transportation Tax Measure T/U funds.

Requested Actions:
Approval of a Budget Amendment for the following (4/5 vote is required):
a. Create Project 26032 for the "Redwood Road Paving" project and increase appropriations in the Roads Fund (Fund 2040, Sub-Division 2040500) in account 52145-Engineer Services by $90,000, offset by transfer-in revenue from the Local Transportation Tax Measure T/U Non-Operating Special Revenue Fund; and
