EXECUTIVE SUMMARY

If approved, this request adds one 1.0 FTE Project Manager for fire resilience projects within the County Fire Department to support the County’s mission to deliver comprehensive countywide fire protection and prevention services.

Future fiscal impact:

The increased costs of salary and benefits tied to new staffing were accounted for within the Fiscal Year 2023-2024 Approved Budget.

If not approved, the Fire Protection Division will not be able to fulfill obligations tied to the County’s community partnerships related to fire protection and prevention.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.


BACKGROUND AND DISCUSSION

The Fiscal Year 2023-2024 Approved Budget included additional funding and staffing allocations within the County Fire Department to provide full-service fire protection and prevention services for Napa County’s unincorporated areas. New positions such as Fire Administrator and Fire Marshal were added through the budget process, with subsequent positions to be determined.   

If approved, the requested action will continue the addition of critical staffing to the County Fire Department.  The proposed Project Manager will support the County’s mission to deliver comprehensive countywide fire protection and prevention services. With collaboration and leadership from the Fire Administrator, the Project Manager will effectively provide resources for community-led and County-provided fire resiliency programs. This position will also champion the Volunteer Firefighter Program and modernize its operations.

Therefore, the Director of Human Resources and County Executive Officer request adoption of a Resolution amending the Departmental Allocation List for the Fire Protection Division of the County Executive Office, effective October 10, 2023, with a net increase of one 1.0 full-time equivalent (FTE), and no impact to the County General Fund.
