BACKGROUND

In December of 2022, the County entered into Agreement No. 230266B with Mead & Hunt to assist in preparing the necessary environmental analysis under the California Environmental Quality Act (CEQA). The scope of work included completing an update to the County’s existing Airport Land Use Compatibility Plan (ALUCP) which was last updated in 1999, and to assist with land use analysis and stakeholder outreach as part of the update process.

At the July 17, 2024 Airport Land Use Compatibility Plan Adoption hearing the update was continued to September 18, 2024.

On September 10, 2024 the County approved Amendment No 1 to the existing Agreement 230266B to allocate an additional $50,000, on a Time and Expenses basis, to cover work necessary to address stakeholder concerns, prepare Response to Comments and consider potential changes to the existing Draft ALUCP.

At the November 6 ,2024 Airport Land Use Compatibility Plan Adoption hearing the update was continued to December 4, 2024.

The County would now like to amend the existing Agreement 230266B to allocate an additional $40,000, on a Time and Expenses basis, to cover work to revise Angwin Airport exhibits, determine Sphere of Influence applicability in relation LAFCO, review and respond to any additional comments on the draft ALUCP, prepare any additional Addenda required, prepare a final version of the ALUCP, and attend the December 4 ALUC hearing.

Requested Action:

Approve and authorize Amendment No. 2 to Agreement No. 230266B with Mead & Hunt to grant up to $40,000 of additional funds, on a Time and Expenses basis, to complete work necessary for finalization and adoption of the update to the Airport Land Use Compatibility Plan (ALUCP).

Discretionary Justification:

That the ALUC continued the update to address SOI applicability, and additional stakeholder concerns and the contract is at Max and additional work cannot be done until the Amendment is processed and additional funds are available for the Consulting firm to complete their work

Yes

Future fiscal impact:

No future fiscal impact beyond current fiscal year

Consequences if not approved:

If Amendment is not approved, the County may not be able to complete the necessary analysis and potential updates to the Draft ALUCP, and the Airport Land Use Commission would be unable to make fully informed decisions about the applicability of certain compatible use within the Airport Influence Areas of Napa County Airport and Angwin Airport, or delineations of appropriate compatibility zones

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
