BACKGROUND

On December 19, 2019, the Board of Supervisors approved a contract with Solano-Napa Habitat for Humanity (“Contractor”) to provide housing repair services to low, very low and extremely low-income mobile homeowners under a Mobile Home Repair Program. Services provided by the contractor ensure Napa County’s compliance with the Housing Element regarding residential rehabilitation including:
-H-1a: Continue to inspect housing in response to complaints, and work with property owners to bring units up to current housing code standards, and;
-H-1b: To the extent permitted by law, implement a program to enable non-profit organizations to apply for the use of up to 10 percent of new funds annually (deposited to the Affordable Housing Fund) to fund projects and programs designed to correct health and safety hazards in owner-occupied and renter-occupied housing that is reserved for low, very low and extremely low-income households.
Through the Mobile Home Repair Program, Contractor completed replacement of two irreparably damaged mobile homes occupied by extremely-low-income older adults in the county. Ownership of the mobile homes needs to transfer from Contractor to the occupants of the mobile homes through a deed-restriction and 10-year forgivable loan.  
Today’s action authorizes the County Executive Officer or designee to sign all program-related loan documents for the Mobile Home Replacement Program.

Discretionary Justification:

There is no mandate to delegate signing authority to the CEO or designee.

Is the general fund affected?

No

Future fiscal impact:

Principle loan balance and accrued interest for the forgivable loans will be adjusted in the amount of 1/10 forgiveness each year over the coming ten years for each loan provided the terms of the deed restriction are met.  Should terms not be met, the outstanding loan balance and accumulated interest becomes due and payable at the end of the loan term.

Consequences if not approved:

If this resolution is not approved, loan and program documents related to the Mobile Home Program will need to be brought as individual items to the Board for approval and Chair signature.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
