BACKGROUND
The County Medical Services program is a joint county/state program that provides medical and dental care to individuals ages 21-64, who live in California's thirty-four rural counties. The program, created in 1983, is administered by the State Department of Health Services, Office of County Health Services. The beneficiaries of the program are "medically indigent adults" who have no other source of medical insurance. CMSP is designed to provide a safety net for individuals who otherwise could not obtain medical and dental care.
The rules for nominating and electing board members to the County Medical Services Program (CMSP) Governing Board are governed primarily by California Welfare and Institutions Code Section 16809. The statute establishes an 11-member board composed of four distinct categories of county officials, each selected by their respective peer group of officials from participating CMSP counties, convened at the call of the governing board chair. The four categories of county officials are:
1. Three county supervisors - each must be a sitting member of a county board of supervisors;
2. Three county administrative officers;
3. Two county welfare directors; and
4. Two county health officials.
All voting members must hold office or employment in a participating CMSP county, and no two persons from the same county may serve simultaneously. Members generally serve three-year terms, unless an appointment is made to fill a vacant seat.
There is currently a vacancy in the Group 3 County Supervisor position following the resignation of Solano County Supervisor John Vasquez and the CMSP Governing Board has asked the Group 3 counties to submit the attached ballot to vote for a Supervisor to fill the seat. Napa County is part of the Group 3 County Supervisor seat, along with Solano, Marin and Sonoma counties. The candidates for the designated seat are Solano County Supervisor Cassandra James and Sonoma County Supervisor Chris Coursey. The term for this seat will take effect immediately following the election and expires on December 31, 2027. Napa County currently has a representative on the CMSP Governing Board as Director Yasumoto was elected by her peers to fill the County Health Directors category seat.
