BACKGROUND

Home Safe is a California Department of Social Services (CDSS) program designed to prevent or address homelessness to support the safety and housing stability of individuals involved in the APS program, individuals involved in the APS intake process, or who may appear eligible for APS and who are experiencing or at risk of homelessness. HHSA applied for and received Home Safe grant funds starting in 2022. These funds are available for counties only through Fiscal Year 2024-2025. 
HHSA has used the funds to provide a wide range of supports to help APS involved clients maintain suitable housing, and one aspect of that support has included a contract with Share the Care (STC).  STC is local organization that is a community partner of HHSA with a long history of providing services that support this population’s ability to live safely and independently. The range of supports provided by Share the Care include, among other things, repair or replacement of essential appliances, plumbing and electrical repair, the provision of household goods, advocacy with utility companies, and decluttering services.  Further, Share the Care has the ability to deploy these resources and services quickly and flexibly. Due to the growing need both in the number of APS clients, that increased by 16% in the current Fiscal Year, and their complex presenting issues, this contract is being increased in the current Fiscal Year and then decreased in the next as the Home Safe grant funding sunsets.

Discretionary Justification:

While there is no mandate to contract with this vendor, approval of this Agreement allows APS to provide mandated services when or if needed.

Future fiscal impact:

Appropriations have been included in the approved FY2023-2024 budget and requested FY2024-2025 budget.

Consequences if not approved:

If not approved, APS will be unable to use contractor’s services for vulnerable elders and dependent adults that are in situations that jeopardize their health and well-being.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
