BACKGROUND

On February 4, 2025, the Board authorized a professional services agreement with Nacht & Lewis Architects, Inc., who was selected in 2022 through 2027 for on-call architectural services, for a not to exceed maximum of $309,800 to perform site investigation and provide design and construction documents. The project will rehabilitate the exterior envelope of each building which may include but is not limited to repainting and the repair of sealants, concrete, brick, plaster, and any other needs discovered during the site investigation.

During this time, staff received requests to install security cameras in the garage to cover each floor, entrances, exits, the elevator, and the stairs to ensure safety of the public and employees who use the garage and to discourage vandalism. On May 20, 2025, the Board of Supervisors approved Amendment No. 1 in the amount of $21,100 for Nacht & Lewis to design the necessary electrical and data work for the new cameras at various locations and establish a camera network for the parking garage. While the Fifth Street Garage Maintenance is still under design, the security camera portion is complete and will be bid as a standalone project.

The Engineer’s Estimate for the Fifth Street Parking Garage Security Project is $130,000, with the cameras to be purchased separately by the Communications Team ($25,000 allocated for equipment) to procure the same model as the rest of the County with the same licenses. The estimated total project cost is $300,000. The Plans and Specifications are complete and ready for approval by the Board of Supervisors, which are available to view on the <https://www.napacounty.gov/1607/Current-Projects> website.

Approve Plans and Specifications for the “Fifth Street Parking Garage Security Project”, PW 25-13B and authorize to advertise for sealed bids.

Future fiscal impact:

Construction will take place in FY 26-27 with no additional fiscal impact other than routine maintenance and updates to the cameras.

Security cameras will not be installed in the parking garage and the County vehicles as well as the parking garage may be vandalized

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
