BACKGROUND
Napa County Office of Emergency Services (OES) manages the Emergency Management Performance Grant and participation in the FY24 EMPG program was previously approved on February 25, 2025, by the Board of Supervisors. Napa County OES originally planned to spend the funds on a platform for the Emergency Operations Center (EOC) as well as a recovery exercise after the Emergency Operations Plan and its new recovery annex were adopted by the board.
In August of 2025, the Pickett Fire occurred in Napa County, and the EOC was able to transition to the Recovery Operations Center in real time without the need for a recovery exercise. OES was able to modify the grant with California Office of Emergency Services (Cal OES) to, instead, purchase a vehicle for OES to help with communications challenges when the need arises. Napa County has inclement weather in the winter months and cell towers that need regular maintenance to support emergency communications. Napa County OES will be purchasing a 4-wheel drive vehicle to assist in the delivery of critical communications repairs and maintenance. This purchase is supported by law enforcement, fire, and EMS as communication is a crucial element to response.
Requested Actions:
1. Authorize the purchase of a communications vehicle and establish it as a capital asset in the amount of $60,000; and
2. Approve a Budget Amendment in the OES Grant’s budget Capital Asset Equipment expense (Fund 1000, Org 1380005, Obj 55400), increasing appropriations by $60,000, offset by a decrease in appropriations of the same budget of $60,000 from Professional Services (Object 52490).
