BACKGROUND
Damage occurred at 3260 White Sulphur Spring Road from the storm events that occurred in Napa County in November of 2025. The failure at 3260 White Sulphur Sporing Rd consists of an upslope failure on the west side of the roadway, where a hillside previously impacted by Napa County wildfires slid and damage a portion of the road. The slide area is approximately 130 linear feet in length, and the preferred repair method is to install a 150-foot-long and 10-foot-high soldier pile retaining wall. The affected roadway will also be raised and repaved to restore the asphalt concrete surface to pre-slide conditions.
On March 10, 2026, the Board of Supervisors authorized creation of the “White Sulphur Spring Rd Slide” project 26027 and a budget transfer of $446,922 was allocated for the project using the Roads Operating Fund (Fund 2040, Sub-Division 2040000). Of this amount, $366,922 was allocated for design services and $80,000 for staff time.
On June 16, 2026, the Board of Supervisors approved the plans and specifications and authorized to advertise for sealed bids and opening of the bids pursuant to Section 20150.8 of the Public Contract Code, and on July 14, 2026, bids were received and opened. The bid results are presented below:

Staff recommends awarding the contract to the lowest responsive bidder, Rege Construction, of Cloverdale, CA for their base bid of $602,598. Rege Construction’s bid was lower than the engineer estimate of $610,000. The total project cost, including design and engineering, construction, construction management, and contingency is $1,401,922. The project breakdown includes: $602,598 to cover the construction contract, $120,520 to cover a 20% construction contingency, $56,254 to cover additional design costs for biological and cultural monitoring, $120,628 for construction management services, $55,000 for County staff administration services, and $446,922 previously allocated for design services.
Included in the Fiscal Year 2026-27 budget is $7 million in Project RDS01 for a list of 2025 November Storm projects with not-to-exceed project amounts approved by the Board. White Sulphur Springs Project (26027) was on the list with a not-to-exceed amount of $1,000,000 (excluding the Design and Engineering cost of $446,922 previously allocated during project creation). With respect to this agenda item, a budget amendment and subsequent transfer of funds will be prepared to reallocate $955,000 from RDS01 to Project 26027. These actions will be reviewed and approved by the County Executive Office and the Auditor-Controller Office to ensure compliance with the adopted budget and availability of fund.
In addition, staff recommends approval and authorization of Amendment No. 1 to Agreement No. 260300B with ADKO Engineering, Inc. to provide biological and cultural monitoring services during construction. The monitoring work will provide implementation of avoidance and minimization measures to prevent regulatory violations with the California Department of Fish and Wildlife (CDFW) if protected species are discovered near project locations during construction.
Requested Actions:
1. Award of the Construction Contract for the “White Sulphur Spring Rd Slide Repair,” RDS 26-37 to Rege Construction of Cloverdale, California for their low base bid of $602,598 and authorization for the Chair to sign the construction contract; and
2. Approve and authorize Amendment No. 1 to Agreement No. 260300B with ADKO Engineering, Inc., for an additional $56,254, and therefore, for a new maximum contract amount to $423,176 to provide additional engineering services for the “White Sulphur Spring Rd Slide Repair Project (26027)” RDS 26-37.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: Categorical Exemption Section 15301 Class 1 - Existing Facilities and Section 15302 Class 2 - Replacement or Reconstruction; It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act [See Class 1 (“Existing Facilities”) and Class 2 (“Replacement or Reconstruction”) which may be found in the guidelines for the implementation of the California Environmental Quality Act as 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]
