BACKGROUND
The Berryessa Estates subdivision is situated on the northwestern side of Lake Berryessa, in the eastern part of Napa County, and is accessed by Butts Canyon Road and Snell Valley Road. The Berryessa Estates subdivision was established in 1966, and in 2010 all 14 streets were treated with a slurry seal. This unincorporated area experiences hotter summers and colder winters compared to the City of Napa and, as a result, the pavement has suffered from extreme weathering and underlying soil movement. The roadways in the Berryessa Estates subdivision contain excessive vegetation growth, nearby soil erosion, a variety of alligator cracks, block cracks, transverse cracks, reflective cracks, potholes, and rutting. This project will address and repair the roadways, drainage issues, raise utility iron, and upgrade street signs throughout the subdivision. The roadways will be cleaned of debris, coated with a rubberized asphalt chip seal, and topped with a section of hot mix asphalt. This treatment is projected to extend the lifetime of the roadways by at least 18-20 years.
The Engineer’s Estimate for the Berryessa Estates Project is $3,125,000. The Plans and Specifications are complete and ready for approval by the Board of Supervisors. The Director is requesting authorization to advertise for bids and approve a budget transfer for the design work by County staff. Staff will return to the Board of Supervisors at the time of construction to present a detailed project budget based on the lowest responsible bid and to request a budget transfer to fund construction.
Requested Actions:
1. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Transfers Out appropriations by $35,000 in the SB-1 Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220052, Account 56100) (SB-1 SRF) offset by use of its available fund balance to transfer to Project 22030; and
b. Increase Engineer Services appropriations by $35,000 in Project 22030 budget (Fund 2040, Sub-Division 2040500, Project 22030, Account 52145) offset by Transfer In revenue from SB-1 SRF; and
2. Approve Plans and Specifications for the “Berryessa Estates Paving Project”, RDS 22-12 and authorize to advertise for sealed bids.
