BACKGROUND
Napa County’s Medical Emergency Care Committee (EMCC) was established by the Napa County Board of Supervisors to perform the functions set forth in (1) below as authorized in Sections 1797.270 through 1797.276 of the California (CA) Health and Safety Code (HSC) relating to the provision of ambulance services, emergency medical care, and training programs in Cardiopulmonary resuscitation (CPR) and lifesaving first aid techniques within Napa County.
1. The EMCC shall perform the following functions:
a. Review, at least annually, the following:
i. The operation of ambulance services operating within Napa County;
ii. Emergency medical care offered within Napa County, including training in Cardiopulmonary resuscitation (CPR);
iii. Public Access Defibrillation (PAD); and
iv. First aid practices.
b. Report to State EMS Authority, local EMS Agency, and the Board, at least annually, the observations and recommendations of the EMCC resulting from the EMCC's activities listed in (1) above.
c. Act in an advisory capacity to the Board and the local EMS Agency on all matters related to emergency medical services as directed and requested by the Board from time to time.
Local EMS Annual Update
On July 1, 2023, the Public Health (PH) Division of Napa County’s Health and Human Services Agency (HHSA) completed its twelfth year as an independent County run, Local Emergency Medical Services Agency (LEMSA).
Among the most significant highlights from the last year are:
1. Successful completion of the second annual Napa County EMS Symposium held in partnership with American Medical Response (AMR) to deliver EMS training for local EMS providers. The 2023 EMS Symposium delivered training to 150 participants from around the United States (US).
2. Successful transition of electronic patient care record systems, by all Napa County EMS providers to the new standard under the National Emergency Medical Services Information Systems (NEMSIS) Version 3.5.
3. Successful completion of several Medical and Health Emergency Operations Plans to meet the new standards under Federal Emergency Management Agency (FEMA) Comprehensive Planning Guidelines and consistent with National Public Health Accreditation Board (PHAB).
