BACKGROUND
The Homeland Security Grant Program (HSGP) plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient Nation. The building, sustainment, and delivery of these core capabilities are not exclusive to any single level of government, organization, or community, but rather, require the combined effort of the whole community. The HSGP supports core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery. California’s HSGP administers funds for the purpose of improving:
1. Information Analysis and Sharing
2. Protection of Soft Targets
3. Critical Infrastructure Protection
4. Enhance Cyber Security
5. Community Resilience
6. Election Security
7. Violent Extremism Prevention
On December 1, 2023, the County Office of Emergency Services notified the State of California's Office of
Emergency Services (Cal OES) of its intention to participate in the FY2023 Homeland Security Grant Program
(HSGP) and accept the award allocation amount of $204,898. HSGP allows for the governing board to approve participation in up to three fiscal year grant awards at one time. Considerations regarding capital asset purchases and budget adjustments will still require additional board approval, but the resolution to participate will only need to be repeated after every three cycles, if approved.
FY2023 Homeland Security Grant program funds will reimburse the grant budget a maximum of $204,898 upon completion of the grant’s performance period. The HSGP funds cover expenditures for equipment, emergency management operational coordination, public health information sharing, communications, interoperability planning, and grant management and administration costs.
As required in the Cal OES FY2023 HSGP grant guidance, the proposed expenditure plan was developed in
consultation with the Napa County Sheriff, the County Public Health Officer, the County Fire Chief, the City of Napa Fire Chief and the City of Napa Police Chief. As part of the HSGP application process, applicants must submit projects that align with the National Priority areas and formulas defined by the Department of Homeland Security (DHS) in the grant Notice of Funding Opportunity (NOFO).
Summary of the plan for FY2023 HSGP is listed here:
• Subawards
o $27,398 - City of Napa Fire Department for purchase of tablets and software
o $6,600 - City of Napa for Domestic Terror Training
• County purchased assets and supplies
o $6,400 - Interagency Intelligence Sharing Board (to be monitored by the City of Napa Police Department)
o $78,000 - Law Enforcement Ballistic Shield Deployment Project to provide ballistic shields to all County law agencies
o $71,000 - Interagency Hazmat Team Sensor (Napa County Fire subdivision 21010-00 will own asset)
o $6,500 - Napa County Volunteer Fire Agencies Personal Protective Equipment (Personal Floatation Devices for volunteer fire departments)
o $9,000 - Napa County Elections Surveillance Cameras Project (individual cameras below the capitalization threshold)
The grant terms require the County to purchase the equipment prior to receiving reimbursement from the HSGP
grant funds. The County of Napa Office of Emergency Services manages and coordinates the program projects. The Undersheriff may initiate a reallocation of certain expenses to meet the needs of specific projects. The County of Napa Office of Emergency Services will, as required by 2 CFR 200.313(d), physically inventory equipment purchased with FY2023 HSGP funds every two years and maintain appropriate inventory records.
Staff requests approval of and authorization for the Undersheriff to execute reimbursement claims and any subsequent documentation that may be required following approval of the FY23 HSGP grant application, including executing the agreement and any subsequent amendments, modifications which are within budgeted appropriations.
Requested Actions:
1. Adopt a resolution approving participation in the federally funded Homeland Security Grant Program for three grant fiscal cycles (FY23, FY24, FY25).
2. Approve a budget amendment increasing appropriations for the Emergency Services Grants subdivision (1380005) budget by $204,898 with offsetting revenues from Fiscal Year 2023 HSGP funding.
3. Approve the purchase of capital assets for 11 ballistic shields ($78,000), a Hazmat Equipment Sensor ($71,000), Elections’ camera surveillance system ($9,000), and an Intelligence Sharing Board ($6,400).
4. Approve a budget amendment increasing appropriations by $71,000 offset by a transfer-in to Fire Protection Operations (2100000) with a corresponding transfer out from Emergency Services Grants (1380005).
5. Delegate signing authority to the Assistant County Executive Officer and the Undersheriff to accept and administer the program funds, including executing the agreement and any subsequent amendments, or modifications which are within budget appropriations.
