EXECUTIVE SUMMARY
On March 25, 2022, Napa County and the Napa Association of Public Employees Public Services Employees and Public Services Employee Supervisory Units entered into a Side Letter Agreement to amend the Holidays Observed section of their respective Memorandums of Understanding to include Juneteenth (June 19), effective June 19, 2022. On April 8, 2022, Napa County and the Deputy Sheriffs’ Association Law Enforcement and Law Enforcement Supervisory Unit entered into a similar Side Letter Agreement to amend the Holidays section of their respective Memorandums of Understanding to add June 19 (Juneteenth) as a paid holiday.

Holiday overtime costs are approximately $98,000 per day and adequate budget is available FY 2021-22. Future operational costs will be budgeted for accordingly. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
On March 18, 2022, the County began negotiating a successor agreement with the Napa Association of Public Employees (NAPE) which represents the Public Services Employee Unit and the Public Services Employee Supervisory Unit. On March 25, 2022, the County agreed with NAPE to amend the list of observed County holidays to include Juneteenth (June 19th) effective June 19, 2022. The County then met and conferred over the additional holiday with the Deputy Sheriffs’ Association Law Enforcement Unit and Law Enforcement Supervisory Unit and entered into a Side Letter Agreement on April 8, 2022, to add Juneteenth as a paid holiday.
June 19th is nationally recognized as Juneteenth, which is the oldest known national celebration of the end of slavery. Since June 19, 1866, Juneteenth Day celebrations have been held across the nation to commemorate African America freedom from slavery. The County believes in celebrating Juneteenth to honor resilience in the face of inhumanity for present and future generations.
Therefore, the Director of Human Resources requests adoption of a resolution declaring Juneteenth a Napa County observed holiday, effective June 19, 2022, and the amending of applicable policy manuals and Memorandums of Understanding.
