BACKGROUND

This agreement is an amendment to a Cooperative Joint Exercise of Powers Agreement (JPA) between the Napa County Office of Education (NCOE) and the County of Napa for the administration and oversight of cooperative mental health services to expand access to mental health services for children and youth, including school-based mental health services throughout the County of Napa is made and entered into under the joint exercise of powers provisions of the Government Code of the State of California.
This amendment updates the JPA to extend the term and reflect changes in state law and program nomenclature. Specifically, the amendment extends the JPA end date from December 31, 2026, to December 31, 2027. It also recognizes that, effective January 1, 2025, the Mental Health Services Oversight and Accountability Commission (MHSOAC) has been renamed the Behavioral Health Services Oversight and Accountability Commission (BHSOAC), the Mental Health Services Act (MHSA) has been revised and renamed the Behavioral Health Services Act (BHSA), and the Mental Health Student Services Act (MHSSA) has been renamed the Behavioral Health Student Services Act (BHSSA). Accordingly, all references in the agreement to MHSOAC, MHSA, and MHSSA shall be read to mean BHSOAC, BHSA, and BHSSA.

1. Approve and authorize Amendment No. 2 to Agreement No. 220354B with Napa County Office of Education, to extend the term of the Agreement for one additional year through December 31, 2027.
