BACKGROUND
The Public Works Department maintains 420 miles of roads in Napa County. The Napa Valley Wine Train owns and operates the rail system throughout the valley. Where the two systems interconnect there is a shared responsibility for maintaining the roadways where the tracks cross various public roads. The paved area around the tracks that cross Oakville Grade was significantly deteriorated, and the Wine Track had track maintenance to do in the area. We agreed to work together to accomplish both tasks, and to split the costs equally.
The engineer’s estimate for the project was $120,000, but through excellent coordination and management the project was completed for $94,416, with the County’s share being $47,209 which is eligible for SB-1 funding.
Requested Actions:
1. Approval of Budget Amendment for the following (4/5 vote required):
a. Increase Transfers Out appropriations by $47,209 in the SB-1 Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220052, Account 56100) offset by use of its available fund balance to transfer to Project 25032; and
b. Creation of a new Roads Capital Improvement project for the “2025 Oakville Grade Railroad Crossing Repair”, RDS 25-101 (Fund 2040, Sub-Division 2040500, Project 25032) and increase Construction Services appropriations by $47,209 (Fund 2040, Sub-Division 2040500, Project 25032 Account 52360) offset by a transfer-in revenue from SB1-SRF.

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
