BACKGROUND

The Sullivan parking lot is owned by the County of Napa and is located west of the Administration building bound by 3rd Street on the north, Randolph Street on west, 4th Street on the south, and Coombs Street on the east. The parking lot is open to the public for all day parking. The parking lot asphalt surface has deteriorated over the years and is beginning to develop pot holes and large cracks creating a potential public safety concern and is in need of rehabilitation.  After the repairs and resurfacing the parking lot will be re-striped to its existing configuration including American with Disabilities Act parking stalls. The Board of Supervisors previously approved the creation of Project 20024 during the budget hearing in FY 2020. The approval also moved $50,000 into the project to fund the design for the repair of the Sullivan Parking Lot.

On February 25, 2025, the Board of Supervisors authorized the creation of the “Cuttings Wharf Road and Cuttings Wharf Boat Launch Paving Project” and a budget transfer of $190,000. Of this amount, $170,000 was allocated for Cuttings Wharf Road using the Measure-T fund (Fund 2040, Sub-Division 2040500, Project 25024, Account 52145), and $20,000 was designated for the Cuttings Wharf Boat Launch using the Capital Improvement Fund (Fund 3000, Sub-Division 3000000, Account 56100). However, due to insufficient Capital Improvement Funds to cover construction costs, the Cuttings Wharf Parking Lot was removed from the project and focus was redirected toward the County’s Facilities Master Plan (FMP).

On June 3, 2025, the Board received an update on the FMP and made the strategic decision to indefinitely pause the FMP. Following this, the Board appropriated $9 million as part of the current year budget to perform various maintenance projects that had been on hold while the FMP was under consideration. One of these projects included the all-day parking lot - commonly referred to as the Sullivan Lot - located west of the County Administration Building off Coombs Street. Previously, the Sullivan Parking lot had been delayed in 2020 due to the Covid-19 pandemic, as Public Works resources were redirected to assist the County Emergency Operations Center.

With new funding secured, staff resumed and completed the design for the Cuttings Wharf and Sullivan Parking Lots and consolidating the improvements into a single project. Due to its proximity to the Sullivan Lot, the Administration Short-Term Parking Lot was later added to the project. Funding for Sullivan and Administration parking lots pavements are proposed to come from the $9 million maintenance budget package approved for the 2025-26 fiscal year.

The Fiscal Year 2025-26 Adopted Budget includes $580,000 in Capital Improvement Funds (CIF) allocated to the Cuttings Wharf Road Project (25024). Project 25024 was established for roadway paving funded exclusively through Measure T revenues. Accordingly, staff recommend reallocating the $580,000 in CIF from Project 25024 to the Cuttings Wharf Boat Launch Paving Project (25031) at the time the construction contract is brought to the Board for award. The Boat Launch project scope includes rehabilitation of the parking lot, replacement of two dock floats damaged by a June 2025 fire, and minor Americans with Disabilities Act (ADA) upgrades to the restrooms.

For cost efficiency, the three associated parking lots will be combined into a single bid package to maximize economies of scale.

Staff has completed the design of all three parking lots. The proposed treatment for the Cuttings Wharf Parking lot involves a 3-inch overlay, while the Sullivan and Admin Lots will receive a 2” mill and fill, with area showing significant pavement failure to obtain 2” digouts.

The combined Engineers Estimate for construction cost for all three parking lots is $920,000. The plans and specifications are complete and ready for approval by the Board of Supervisors. County staff will return to the Board of Supervisors to present a detailed budget based on the lowest responsible bid and to request a budget amendment and authorization to award a construction contract.
