RECOMMENDATION

Director of Health and Human Services requests approval of two resolutions related to the California Mental Health Services Authority (CalMHSA), a Joint Powers Authority, of which Napa County is a member:
1. Adoption of a resolution authorizing an extension to the participation agreement for the State Hospitals Program and an extension of the contract with the Department of State Hospitals for state hospital beds;
2. Adoption of a resolution authorizing Napa County’s participation in CalMHSA’s statewide Prevention and Early Intervention Program; and
3. Authorize the Deputy Director of HHSA/Mental Health Director to continue acting as Napa County’s representative on the CalMHSA Board of Directors and signing related memorandum of understanding, participation agreements, and amendments, related to Napa County’s participation in this Joint Powers Authority.

EXECUTIVE SUMMARY
CalMHSA is a joint powers authority pursuant to Government Code section 6500 (Joint Exercise of Powers Act) of counties and cities with mental health programs. Members, including Napa County, requested that CalMHSA negotiate a joint agreement with the California Department of State Hospitals ("DSH") and serve as the liaison agency for matters of compliance with terms and conditions. CalMHSA negotiated, and your Board approved, a multi-year Memorandum of Understanding (MOU) with DSH to serve as the administrative agent for participating counties for inpatient hospital services for persons with acute mental illness.
The purpose of today's requested actions are to approve the CalMHSA Joint Powers Authority extension of the Participation Agreement for the CalMHSA State Hospitals Program, and to authorize CalMHSA to extend the contract with the Department of State Hospitals for State Hospital beds on behalf of Napa County.
Approval of this action also approves a new Agreement that allows the County to participate in the Statewide Prevention and Early Intervention (PEI) Program. The primary goals of the PEI program are to focus on promoting mental health and wellness, suicide prevention, and health equity among diverse and underserved communities.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
These agreements between Napa County and CalMHSA establish each member of CalMHSA's program participation in the following programs:
1. Department of State Hospitals
CalMHSA works with our Members to negotiate a shared contract with the Department of State Hospitals (DSH) for Lanterman-Petris-Short Act individuals. The Department of State Hospitals manages the California state hospital system, which provides mental health services to patients admitted into DSH facilities. The department strives to provide effective treatment in a safe environment and in a fiscally responsible manner. DSH oversees five state hospitals throughout the State of California. Facilities are Atascadero, Coalinga, Metropolitan, Napa, and Patton. All five facilities are fully licensed by the California Department of Public Health, and must regularly meet or exceed regulatory standards to continue providing care. Through this work, this agreement facilitates engagement with the DSH and acts as the liaison to Members, Napa County being one of them. In addition, at the direction of members, CalMHSA is actively exploring an alternative, recovery-oriented facility. Finally, the Deputy Director/Mental Health Director upon receipt from DSH will sign the extension of the MOU.
2. Prevention and Early Intervention (PEI)
CalMHSA Members receive different Prevention and Early Intervention (PEI) activities for the social marketing and technical assistance components, which is determined by contribution levels. The PEI MOU outlines and further delineates funding categories related to the various PEI social media categories. One of the areas entails a large evaluation component, which will be provided through a contract with RAND (RAND is an acronym of the term Research and Development =RAND), and focuses on the social marketing component of PEI. Funding is not based on a tier model but is dependent on funding available after all Member contributions are received.
Lastly, CalMHSA has traditionally administered Each Mind Matters (EMM) and Know the Signs (KTS) on behalf of Counties/Cities. The Board approved an RFP to develop a new campaign building off lessons learned from EMM and KTS; the new campaign is still under development. The evaluation component of this funding contribution will be provided through a contract with RAND and focuses on the social marketing component of PEI.
