BACKGROUND

The Napa County Housing Authority contracts with California Human Development Corporation (CHDC), a non-profit organization, to provide day to day services at each of the three county-owned farmworker centers (Centers). Each of the Centers has a maximum occupancy of sixty lodgers and are open a maximum of three hundred thirty days in a calendar year. CHDC personnel are responsible for lodger agreements, collecting and depositing rent, conducting general maintenance, cleaning, cooking, and marketing for example.

The purpose of this report is for the CHDC Housing Director to provide an overview of property management activities for the reporting period. The report is intended as informational to support discussion, planning, and recommendations from commissioners to CHDC. Attached is CHDC’s monthly occupancy report, which highlights occupancy trends year over year, and current fiscal year occupancy rates.

For context, the report includes reference to “bed nights” which equates to one lodger sleeping in a bed for one single night. CHDC’s contractional obligation for fiscal year 2027 is to provide a total of 59,400 bed nights across the Centers or 19,800 bed nights per Center (“Scheduled Capacity - Nights”). The latter total is calculated by multiplying maximum occupancy (60 lodgers) times maximum days of operation (330). The Centers are required to meet an occupancy rate of 95%. Therefore, CHDC’s target for fiscal year 2027 is 56,430 bed nights or 18,810 bed nights per Center (“Monthly Projected Nights”).

Below is a breakdown of occupancy rates for the month of July 2026 (Period 1 of fiscal year 2027). This rate is calculated by dividing the number of actual bed nights by scheduled bed nights.

C. River Ranch Center - 87% Occupancy Rate
D. Total (All Centers) - 92% Occupancy Rate

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
