Approve and authorize Amendment No. 1 to Agreement No. 230398B with Expressions of Hope for the term February 4, 2025 through June 30, 2025 to increase the contract maximum by $3,660 for a new contract maximum of $76,242. (Fiscal Impact: $76,252 Expense; Health and Human Services Agency Fund; Budgeted; Discretionary).

body

BACKGROUND

Assembly Bill (AB) 179, Budget Act of 2022, authorized the California Department of Social Services (CDSS) to provide one-time funding available for expenditure until June 30, 2025, for the Flexible Family Support (FFS) and Home-Based Foster Care (HBFC) programs for the provision of services and support to children and youths in foster care and their caregivers.

Funds may be used for the following: respite care; costs to facilitate a foster caregiver’s and child’s participation in child and youth enrichment activities that would stabilize the placement or enhance the child’s well-being; and concrete costs associated with facilitating a placement with relative caregivers, resource families, tribally approved homes, or nonrelative extended family member, or extended family member, who otherwise would be unable to take the placement due to current housing arrangement limitations.

Foster caregivers provide a supportive and stable family for children and youths who cannot live with their birth parents. Support for caregivers reduces the need for changes in placements and increases life-long familial connections for children and youth in care.

Approval of this amendment increases the contract maximum and replaces Exhibit B (Compensation) to reflect the increased contract maximum that is made possible by the early termination of an agreement with another provider for similar services. This amendment transfers the remaining funding on that agreement to this one so that these services can continue to be provided.

Requested action:
Approve and authorize Amendment No. 1 to Agreement No. 230398B with Expressions of Hope, to increase the contract maximum by $3,660 for a new contract maximum of $76,242 and replace Exhibit B (Compensation) to reflect the increased allocation amount.
