BACKGROUND
L.E. Professional Standards provides Standards and Training for Corrections (STC) to law enforcement personnel that meet the State’s standard in delivering trained qualified instructors and job-related skills training to Corrections and Probation personnel. There are a variety of professional development trainings offered. The vendor will deliver training related to California mandates with the latest legislative enactments; case law decisions affecting Probation and other law enforcement agencies; best practice response to manage field contacts; coping mechanisms, professional courage, foundational principles of de-escalation; the importance of personal and peer accountability; and increase the confidence and ability to articulate and assess an individual’s behavior who may be experiencing episodic mental distress and respond with effective resolution techniques.
The vendor is a current provider of services. This agreement includes the County’s updated terms and conditions and an increase in training fees based on the maximum training cost from the STC program of $230 per trainee for an eight-hour training day, which is equivalent to $28.75 per trainee per instructional hour effective July 1, 2026.
State funding is available to offset the costs of training.
Requested Action:
Approve Agreement No. 260298B with L.E. Professional Standards Training for the term July 1, 2026 through June 30, 2027, with two (2) automatic annual renewals ending June 30, 2029, not to exceed $56,000 each fiscal year.

Discretionary Justification: |
Probation Officers are required to receive 40 hours of STC training annually but not required to receive the training from this vendor. |
