BACKGROUND
Pacific Gas and Electrical Company (PG&E) has requested the County to grant it a new utility Easement for underground electrical equipment on airport property to extend their electrical infrastructure from Airport Rd to the new Atlantic Aviation, LLC leasehold. The proposed ten-foot-wide easement is approximately 5,000 square feet in size and is located just South of Airport Road at the main entry to Atlantic Aviation, LLC’s leased premises. The proposed easement location is within the vehicle parking areas of the new Atlantic facilities and clear of any runway, taxiway, or apron area.
The PG&E infrastructure improvements and easement are needed to provide power to Atlantic Aviation, LLC’s leased premises. Staff has worked with PG&E and Atlantic Aviation, LLC to apply for, assist with design, and draft the easement grant deed to address items such as airport safety and security as required by the Federal Aviation Administration (FAA).
For the relocation of power poles and underground electrical infrastructure located on Airport Rd, there is no cost to the Airport or County; however, the electrical improvements located on Airport property that are required to extend electrical service to Atlantic Aviation, LLC’s leasehold will be paid by Atlantic Aviation pursuant to its agreement with PG&E.
Section 25526.6 of the Government Code allows the County to grant or otherwise convey an easement, provided the Board makes a finding that the area proposed to be granted as an easement is in the public interest and that the interest in the land conveyed will not substantially conflict or interfere with the use of the property by the County.
County staff has evaluated the proposal from PG&E, and granting the requested easement is not anticipated to create any restrictions that may undermine any anticipated uses of the County property. Staff further recommend that the Board find PG&E’s installation of new electrical infrastructure on Atlantic Aviation, LLC’s leasehold, an effort to provide safe and reliable service to customers, to be in both the flying and general public interest. Following approval of the new Easement, PG&E will begin construction of a new transformer and associated equipment from Airport Rd to Atlantic Aviation, LLC facilities.
Requested Action:
Approve the following related to the use of a portion of County-owned property in Napa County (APN 057-050-009) by Pacific Gas & Electric Company (PG&E) to install new electric infrastructure and to maintain the utilities into the future:
1. Pursuant to California Government Code section 25526.6, find that the area proposed to be granted as an easement is in the public interest and that the interest in the land conveyed will not substantially conflict or interfere with the use of the property by the County; and
2. Approve and authorize the Chair to sign an Easement Deed in favor of Pacific Gas & Electric Company for a utility easement for an area of approximately 5,000 square feet to allow for the installation and maintenance of new underground electrical line leading to and onto Atlantic Aviation, LLC’s leased premises on airport property.

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act [See Class 3 (“small facilities or structures”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR 15303.
