BACKGROUND

Since 2010, Health and Human Services Agency (HHSA) staff has been housed at the American Canyon City Hall to provide services in American Canyon that are currently in high demand by city residents or services that directly impact the prevailing needs or conditions of the local community. The primary service is related to employment, public assistance, nutrition assistance, cash aid, food stamps, medical assistance, and Women, Infant and Children (WIC) services. HHSA also offers Mental Health services, Child Welfare Services, Comprehensive Services for Older Adults and Alcohol and Drug Services. The current Lease Agreement No. 170057B for use of Suites 100, 101, and 108 is due to expire on June 30, 2025. The use of Suite 100 is no longer required for County use and the City of American Canyon requires a new lease for continued occupancy of Suites 101 and 108. This new Lease Agreement No. 250204B will be recognized as a successor Lease Agreement to occupy Suites 101 and 108, terminating and replacing Lease Agreement No. 170057B.

Requested Action:
1. Approve and authorize Lease Agreement No. 250204B with the City of American Canyon for the term October 1, 2024 through December 31, 2028 for an annual rental rate of $75,950, plus custodial, utilities and interior maintenance fees, with a 2% annual rent increase, to house Health and Human Services Agency staff, located at American Canyon City Hall, 4381 Broadway, Suites 101 and 108, American Canyon.

Discretionary Justification:

Approval of this agreement will allow for continued occupancy of Health and Human Services Agency staff at American Canyon City Hall.

No

Future fiscal impact:

The term of the lease agreement is from October 1, 2024 through December 31, 2028 with an annual 2% rental increase, plus custodial services, utilities, and interior maintenance fees. Funding will be budgeted accordingly each fiscal year for the term of the lease.

Consequences if not approved:

If the lease is not approved, HHSA will need to find an alternative location to serve clients.

It can be seen with certainty that there is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable.
