BACKGROUND

Napa County released a “Request for Statements of Qualifications (RFQ)” in February 2026 for Aviation specialized On-Call Professional Services. The FAA requires sponsors to release an RFQ every five years for Airport specialized Architectural/Engineering, Environmental/Planning, and Construction Management consultants for any projects or planning documents necessary for grant funding.

Thirteen responsive proposals were received and evaluated by a committee comprised of Airport and Engineering Division staff. Proposals were ranked based on qualifications in accordance with California Government Code Section 4526 and FAA Advisory Circular 150/5100-14E for Airport Consultant Selection, and five consultants were selected. 

County staff intends to enter into a total of seven on-call Professional Service Agreements (PSA) with the top five ranked consultants from the RFQ process to assist with various future Airport projects on an as-needed basis. The PSAs are for a five (5) year period, from 2026 to 2031. Maximum compensation for each agreement is $1,000,000 per fiscal year for Architectural/Engineering and $600,000 per fiscal year for Construction Management. Each project will require a task order based on pre-approved scopes of work and a negotiated fee. Task orders will not commence without Board of Supervisors’ approval of project, budget creation, and authorization to apply for and execute any required grant agreements.

Entering into an on-call agreement with aviation specialized consultants will provide the support needed to complete a variety of future projects and supplement internal resources when needed. The Federal and State grant cycle with the FAA does not coincide with the County budget approval process and often requires Airport staff to create projects, undertake pre-design efforts, such as environmental review and surveying work, and execute grant agreements throughout the fiscal year. Additionally, the FAA often has “use or lose” funds that are offered to airport sponsors with shovel ready projects. To be eligible for these funds in the future, on-call consultants are necessary for design and construction efforts as the need arises.

By having on-call consultants, it reduces the time required for consultant selection and improves project delivery. If not executed, the County would be forced to complete an RFQ for each project, delaying projects so that Federal and State grant funding opportunities would be missed.

Requested Actions:
1. Approve and authorize Agreement No. 260370B with Brandley Engineering, Inc for Airport on-call Architectural/Engineering related services for a maximum compensation of $1,000,000 per fiscal year through June 30, 3031;
2. Approve and authorize Agreement No. 260371B with Brandley Engineering, Inc. for Airport on-call Construction Management related services for a maximum compensation of $600,000 per fiscal year through June 30, 3031;
3. Approve and authorize Agreement No. 260363B with Mead & Hunt for Airport on-call Architectural, Engineering, and Planning related services for a maximum compensation of $1,000,000 per fiscal year through June 30, 3031;
4. Approve and authorize Agreement No. 260362B with Mead & Hunt for Airport on-call Construction Management related services for a maximum compensation of $600,000 per fiscal year through June 30, 3031;
5. Approve and authorize Agreement No. 260365B with C&S Engineers for Airport on-call Architectural, Engineering, and Planning related services for a maximum compensation of $1,000,000 per fiscal year through June 30, 3031;
6. Approve and authorize Agreement No. 260361B with Coffman Associates for Airport on-call Planning and Environmental related services for a maximum compensation of $1,000,000 per fiscal year through June 30, 3031; and
7. Approve and authorize Agreement No. 260366B with Alpha CM, Inc. for Airport on-call Construction Management related services for a maximum compensation of $600,000 per fiscal year through June 30, 3031.

Various Capital Improvement Projects within the Airport Fund that may be subject to Federal Aviation Administration (FAA) grants.

Discretionary Justification:

The proposed Professional Services Agreements will provide the required Architectural/Engineering, Planning/Environmental, and Construction Management related services for various upcoming Airport projects and required for federal grant funding with the FAA.

Future fiscal impact:

The appropriations for each project will be budgeted accordingly in future fiscal years.

Consequences if not approved:

If not approved, the Napa County Airport would not be eligible for FAA and state Grant funds. County staff would need to prepare individual RFQs for every project, and in some cases, the cost to complete an individual RFQ could exceed the actual cost of the project. The consultant selection process can take several months to complete, and it is not always possible or practical to wait for this process on all projects. The airport would not be able to maintain the airport without grant funding.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15273(a) (1) and (2) (State CEQA Guidelines) and therefore CEQA is not applicable.
