BACKGROUND

As part of a competitive procurement process for professional services in accordance with County purchasing policy, Probation issued a Request for Proposal (RFP) on October 25, 2023, to obtain the services of a qualified consultant(s), to provide, coordinate, and administer cognitive-based interventions and evidence-based programming for youth in custody at the Probation Department’s Camp Program (Camp) and the co-located Juvenile Hall.

Camp is an in-custody treatment program for youth who are experiencing challenges resulting in the need for a higher level of care and residential treatment. The Camp will provide local treatment options for youth that allow youth to remain in the community and stay connected to their pro-social and family support system. It will allow youth to continue to receive educational services and support from the Napa County Office of Education and Napa Unified School District to allow for continued evidence-based treatment services from providers with whom they already have an established relationship.

Two companies submitted responses to the RFP and were scored to a predetermined weighted criteria, company history, experience, qualifications, approach to scope of work, and pricing. Probation selected BI to coordinate, deliver, and oversee programming and services with an evidence-based, trauma-informed care approach to ensure programming meets each youth where they are in their motivation for change and, from that starting point, incorporate interventions that promote engagement and sustained behavior change in the youths served. The term of contract is up to five (5) years, comprised of an initial three (3)-year term with the provision for two (2) additional one (1)-year terms.

Pursuant to SB 823 (2020), as of July 1, 2021, the State Department of Juvenile Justice (DJJ) closed intake for new youth commitments, except for youth facing potential transfer to criminal court, and increased local court jurisdiction and age of confinement in local youth facilities to age 25, to align with the current upper age of confinement at DJJ.

The bill created the Juvenile Justice Realignment Block Grant (JJRG) to provide county-based custody, care and supervision, and funding. The annual realigned funding is for counties to assume responsibility over youth who otherwise would have been committed to DJJ.

JJRG funds is to be applied to address each of the following areas of need or development for realigned youth:

  - Mental health, sex offender treatment, or related behavioral or trauma-based needs.

  - Support programs or services that promote the healthy adolescent development.

  - Family engagement in programs
 
  - Reentry, including planning and linkages to support employment, housing, and continuing education
 
  - Evidence-based, promising, trauma-informed, and culturally responsive.

JRRG funds will be used to pay for services provided by BI.

Discretionary Justification:

The Agreement allows Probation to deliver treatment services for youth ordered to Probation’s Camp program by the Court.

To be budgeted accordingly in future fiscal years. Current State funding is available to offset expenses for services provided.

Consequences if not approved:

If not approved, Probation will not be able to provide rehabilitative treatment services for youth ordered to Camp.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
