EXECUTIVE SUMMARY

Napa County Office of Emergency Services released a request for proposal (RFP) in May 2023 and through a rigorous evaluation of qualified applicants has chosen Witt O’Brien’s LLC to fulfill the Continuity of Operations Plan (COOP) for Napa County.

ENVIRONMENTAL DETERMINATION: ​The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.​

 

BACKGROUND AND DISCUSSION

Napa County Office of Emergency Services issued a Request for Proposal (RFP) to engage a consultant for a Continuity of Operations Plan (COOP) for Napa County. The purpose of a COOP is to ensure critical business functions can continue or resume during or after a disaster; Napa County has experienced many disasters including the most recent COVID-19 pandemic. This has resulted in the need to develop a COOP and identify mission essential functional areas. Napa County has strengthened its plans within hazard mitigation and emergency operations but is seeking a consultant to develop a COOP. As a baseline of preparedness for the full range of potential emergencies that may affect Napa County, all agencies should have in place viable Continuity of Operations capabilities. Napa County has a current agreement with Witt O’Brien’s LLC for grant writing and/or management services obtained from a previous RFP process. The scope of work for this agreement is specific to the COOP and does not include any services related to grant writing or management.
Today’s requested action is for the approval of Agreement No. 240158B with Witt O’Brien’s LLC for a maximum amount of $80,000 for the term September 26, 2023 through June 30, 2024, with an automatic renewal provision of one additional year for a Continuity of Operations Plan.
