BACKGROUND
The requested 3.5% COLA effective June 20, 2026, the first pay period of the new fiscal year, is consistent with the Memoranda of Understanding previously approved by the Board for the Napa Association of Public Employees Public Services Employee and Public Services Employee Supervisory Units. The COLA amounts to approximately $4.35 million for the Napa Association of Public Employees and approximately $1.58 million for management and confidential employees.
To ensure compliance with the One Big Beautiful Bill Act of 2025 a review of classifications was conducted to determine whether the Fair Labor Standards Act (FLSA) exemption for overtime was correctly coded for payroll reporting purposes. The Table and Index included in the exhibit reflects the changes.
Requested Action:
1. Adopt a Resolution amending the Table & Index of Classes to implement a 3.5% cost-of-living adjustment for members of the Public Service Employee and Public Service Employee Supervisory bargaining units, and management and confidential employees, effective June 20, 2026.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
