BACKGROUND
Federal and State authorities providing funding for local child welfare services have engaged in various legislative and regulatory initiatives to develop detailed information regarding the effectiveness of local child welfare services and to promote programmatic improvements to increase their effectiveness. In California, the “Child Welfare Services Outcome and Accountability Act of 2001” enacted a structured process of continuous quality improvement comprised of five basic components:
1. A uniform set of periodic data reports that track key indicators of the effectiveness of local child welfare programs;
2. A Peer Quality Case Review (PQCR) process centered on the formal and structured review of county child welfare activities by peers from other counties;
3. A County Self-Assessment (CSA) of its child welfare programs;
4. A System Improvement Plans (SIP) developed by every county to address challenges identified in the county self-assessment phase; and
5. A State technical assistance and monitoring program.
The primary purpose of this five-component quality improvement process is to better serve children and families receiving local child welfare services. In addition, it is intended to ensure compliance by county child welfare programs with regulatory requirements for the receipt of Federal and State funding. On May 3, 2012, all County Information Notice No. 1-16-12 was issued by the California Department of Social Services (CDSS), redesigning a process that transitioned each county to a five-year cycle in place of the existing triennial cycle. It also shifted PQCR activity from being a standalone component activity of the system to being integrated with the CSA. The redesigned system calls for reporting to the Board of Supervisors (BOS) at the conclusion of two of the phases of the quality improvement process: upon completion of the CSA and the development of the local SIP.
The County's SIP is the operational agreement between the County and the State outlining how the County will improve its system of care for children and youth. It also forms an important part of the system for reporting on progress toward meeting agreed upon improvement goals. The SIP identifies specific action steps and timelines to address program improvement areas identified in the Plan. It is organized around three general program performance areas: (1) child safety; (2) permanency; and (3) well-being. The County System Improvement Plan has been completed for the period June 4, 2023, through June 4, 2028. This is a joint process that includes both Health and Human Services Agency (HHSA) Child Welfare Services (CWS) Division and the County’s Probation Department.
Approval of the recommended action will designate Napa County, through HHSA’s CWS Division and the County’s Probation Department, as the public agency to administer the combined Child Abuse Prevention, Intervention, and Treatment Program (CAPIT), Community-Based Child Abuse Prevention Program (CBCAP), and Promoting Safe and Stable Families (PSSF) Plan from June 4, 2023, through June 4, 2028.
The State's All County Board Agenda Letter Information Notice No. 1-41-08 (ACIN) affirms that CDSS integrated the CAPIT/CBCAP/PSSF Federal plan into the State's SIP. These reports must be approved by the County’s BOS.
These items are now before the Board as CDSS has recently approved them to move forward after a nearly two-year review period.
Requested action:
Approve and authorize:
1. The California - Child and Family Services Napa County System Improvement Plan for the term June 4, 2023, through June 4, 2028 for submission to CDSS; and
2. The Notice of Intent for Child Abuse Prevention, Intervention, and Treatment Program, Community-Based Child Abuse Prevention Program, and Promoting Safe and Stable Families Program Funding Assurances for Napa County for the Period of Plan June 4, 2023, through June 4, 2028 for implementation and final submission to CDSS, as mandated by the State.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
