BACKGROUND
On February 6, 2024, the Board of Supervisors (BOS) authorized creation of the “North County Crossroads Paving project,” RDS 24-08 and a budget amendment of $600,000 to fund the design of the project. On February 27, 2024, the BOS authorized a professional services agreement with G.H.D. INC. for design and construction administrations services. The project consists of the design of the following roads: Bale Lane, Bennet Lane, Dunaweal Lane, Larkmead Lane, Lodi Lane, Old Lawley Toll Road, Silverado Trail - Larkmead Lane to Deer Park Road, and Tubbs Lane.
During the design phase for the project roads, it was determined that only the following roads can move forward with construction in 2024 based on available budget:
Dunaweal Lane (0.81 miles) (PCI 24)
Larkmead Lane (1.3 miles) (PCI 28)
Old Lawley Toll Road (1.1 miles) (PCI 8)
Silverado Trail, Larkmead Lane to Deer Park Road - Digouts/Crack Seal only (4.2 miles) (PCI 70)
Tubbs Lane (1.1 miles) (PCI 58)
Total Miles: 8.5 Miles
The remaining project roads (Bale Lane, Bennet Lane, and Lodi Lane) have been scheduled for rehabilitation in 2027 however this schedule may change on when funding becomes available.
On April 9, 2024, the Board approved the Plans and Specifications and authorized to advertise for sealed bids and opening of the bids pursuant to Section 20150.8 of the Public Contract Code. Bids were opened on May 16, 2024 (see attached table of bid results).
Staff recommends awarding the contract to the lowest responsive bidder, Ghilotti Bros., Inc. of San Rafael, CA for their base bid of $4,342,215 as well as bid additive alternative #2 (rehabilitation of Larkmead Lane) for $1,403,881. The total construction contract amount is $5,746,096, which is an amount less than the engineer’s construction estimate of $6,000,000. The total project cost, including construction, construction management and contingency, is $8,082,619. The project will be primarily funded by Measure-T funds and supplemented by Capital Improvement Project funds (a portion of the $20M the Board allocated for road rehabilitation in 2022).
Ghilotti Bros., Inc. is not a local vendor however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder's Exchange, and by posting on the County website. Staff also sent "Notices to Contractors" to the local construction community.
Requested Actions:
1. Award of the construction contract for the “North County Crossroads Paving Project”, RDS 24-08 to Ghilotti Bros., Inc. of San Rafael, California for their low base bid of $4,342,215, and bid additive alternative #2 for $1,403,881 for a total construction contract of $5,746,096 and authorization for the Chair to sign the construction contract; and
2. Approve a Budget Amendment for the following (4/5 votes required):
a. Increase Transfers Out appropriations by $6,482,619 in the Measure T Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220053, Account 56100) M-T SRF) offset by use of its available fund balance to transfer to Project 24021; and
b. Increase Transfers Out appropriations by $1,000,000 in the Capital Projects Fund (Fund 3000, Sub-Division 3000000, Account 56100) offset by use of its available fund balance to transfer to Project 24021; and
c. Increase Construction Services appropriations by $7,482,619 in Project 24021 budget (Fund 2040, Sub-Division 2040500, Project 24021, Account 52360) offset by a transfer-in revenue from M-T SRF and Capital Projects Fund.
