SUBJECT: Approval of Certifications for Health Care Program for Children in Foster Care and Child Health and Disability Prevention Program

Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to sign certification statements with Department of Health Care Services (DHCS) for the Health Care Program for Children in Foster Care (HCPCFC) (Agreement No. 240156B) and Child Health and Disability Prevention Program (CHDP) (Agreement No. 240157B), confirming the County's agreement to comply with all applicable provisions of State and Federal laws governing these programs for Fiscal Year 2023-2024.

EXECUTIVE SUMMARY
Approval of today’s action will allow for the continued participation and compliance with HCPCFC and CHDP. Both programs are administered by the Children's Medical Services (CMS) Branch of DHCS. CMS requires participating counties to submit certifications signed by the local governing body chairperson for each program to draw down funds for reimbursement to HHSA’s Public Health (PH) division for program expenses related to mandatory activities.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Between these two programs, HHSA’s PH division provides a public health nurse (PHN) to meet the medical, dental, mental, and developmental needs of eligible children and youth. The PHN sees children and youth at HHSA’s Child Welfare Services (CWS) and at Napa County Juvenile Probation. Local CHDP programs are administratively responsible for HCPCFC. The CHDP provides complete health assessments for early detection and prevention of diseases and disabilities for low-income children and youth, additionally, the CHDP oversees screening and follow-up components of the federally mandated Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) program for Medi-Cal eligible children and youth.
Approval of these certifications allow HHSA’s PH division to administer these programs and draw down funding for the programs and staff.
Certification documents were received from the State in September 2023.
