BACKGROUND

The Public Works Department maintains 416 miles of roads of which the County classifies 40 Miles as Arterial, 106 miles as Collector, and 270 miles as local. This annual project will serve to refresh striping on 40 County roads. The selected roads and length are attached.

The annual road striping maintenance program was established by County staff to refresh striping that has faded due to a combination of weather and normal traffic wear. Each year, the roads are evaluated, and a priority list is made to refresh the selected roads in most need of striping to maintain public safety. On April 28, 2026, the BOS approved advertisement of plans and specifications for the Project, and on May 19, 2026, bids were received and opened. The bid results are presented below:

The lowest responsive base bid of $167,301 is from Traffic Limited of Lodi, CA. The total project cost is $250,000, including design phase and construction funds previously approved. The project is fully funded, and no additional budget amendment is required.

Traffic Limited is not a local vendor, however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder’s exchange, and by posting on the County’s OpenGov website. Staff also sent “Notices to Contractors” to the local construction community.

Requested Actions:

1.                     Award of the Construction Contract for “2026 Road Striping Maintenance Project,” RDS 26-17 to Traffic Limited of Lodi for their low base bid of $167,301, and authorization for the Chair to sign the construction contract.

Approval of the Construction Contract is necessary to move the project forward toward construction to improve public safety.

This is an annual project, and future fiscal impact will be routine maintenance.

Consequences if not approved:

If not approved, the annual striping repair of County roads cannot begin. Leading to the continued fading of striping and potential safety hazards on various roads throughout the County.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is except from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act of 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]
