BACKGROUND

The federal Bipartisan Infrastructure Law (BIL) provides funding for airport-related projects called Airport Improvement Grants (AIG) grants. The Federal Aviation Administration (FAA) has advised that our allocation from federal FY22 must be obligated under a grant(s) by September 30, 2025, or we will lose the entitlement. Airport staff have defined a project to repair and renew the concrete panel joints in Runway 6-24 called the Runway 6-24 PCC Joint Rehabilitation Project. This limited scope project repairs a runway originally constructed in the World War II era which has faithfully served us for over 75 years. The design engineering work will be funded from the Airport Enterprise Fund. The project’s construction is subject to an FAA grant and will not move forward without their financial support. The grant award will also allow the design engineering scope of work to be reimbursed.
Requested Actions:
1. Approve creation of a new Airport Capital Improvement Project PW25-23 for the “Runway 6-24 PCC Joint Rehabilitation Project”;
2. Approve and authorize Agreement No. 250309B with Mead & Hunt, Inc. for design services in the amount of $71,432;
3. Approve a Budget Amendment:
         a.   Increase Intrafund Transfers Out appropriation by $71,432 in the Airport Operations budget (Fund 5010, Subdivision 5010000) offset by the use of available fund balance to transfer to the “Runway 6-24 PCC Joint Rehabilitation Project”, PW 25-23 budget (Project 25025); and
         b.   Increase Consulting Services appropriation by $71,432 in Project 25025 budget (Fund 5010, Subdivision 5010500, Project 25025, Account 52310) transferred from Airport Operations.

Where is it budgeted?

This is a new capital project with funding sourced from the Airport Enterprise Fund (Fund 5010) and will seek reimbursement of 95% of total project cost under the Federal Aviation Administration (FAA) grant.

Is it Mandatory or Discretionary?

Discretionary

Discretionary Justification:

To provide for the continuing safety of aircraft operations at the Napa County Airport, Napa County has identified a number of runways and taxiway pavement maintenance tasks that need to be implemented over the next five to ten years. The next project in this effort involves the rehabilitation of Runway 6-24 PCC joints.

Is the general fund affected?

No

Future fiscal impact:

This project will extend into future fiscal years and will be budgeted in the Airport Enterprise CIP Fund accordingly.

Consequences if not approved:

If not approved, the Napa County Airport would not be maintaining its infrastructure as required by the FAA and lose entitled Grant funds.   

 

 

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is categorically exempt from CEQA pursuant to CEQA Guidelines section 15301, as the repair and maintenance of existing public facilities involving negligible or no expansion of existing or former use. A letter providing a categorical exclusion (CATEX) from NEPA review was received for this scope of work from the FAA on December 4, 2024.
