BACKGROUND

The “Pueblo Pocket” is a group of unincorporated streets in the City of Napa, that will undergo sewer and water infrastructure improvements, as well as roadway rehabilitation as part of the “Pueblo Area Rehabilitation Project”. The Pueblo Area Rehabilitation Project is a joint agency effort between the City, Napa County, and the Napa Sanitation District (NapaSan). Due to the proximity to the City of Napa (City) and the “split-ownership” of several of the streets to be paved, the County and City determined that a Cooperation Agreement would be the most efficient use of financial resources and would result in a uniform pavement condition in both jurisdictions. In May 2025, Napa County hired Nichols Consulting Engineers (NCE) to prepare the design for the pavement rehabilitation efforts of this project.

The project will upgrade the infrastructure and pavement in this neighborhood, within a two-year construction period (Phase 1 and 2). Phase 1 construction is expected to begin in April 2026 and be completed by October 2026. NapaSan awarded the construction contract to Cratus, Inc. for Phase 1 in February 2026. NapaSan will advertise Phase 2 in the winter of 2026, for construction in the summer of 2027.
Under the design contract with NCE, Napa County had CCTV performed on the existing storm drains in the project area to examine their existing condition and determine if any repairs would be appropriate as part of this project. Determining the location of damaged infrastructure is especially important before paving and the County will be able to achieve economy of scale pricing, since repair work would be similar to NapaSan’s sewer scope of work. After initial efforts on the CCTV was completed, the County’s consultant advised on which sections of pipe required cleaning in order to complete the CCTV of the storm drain lines. Amendment No. 1 to Agreement No. 250396B with NCE increases the consultant’s scope of work and expenses to include cleaning and additional CCTV services of storm drains in both the City and County limits.
Amendment No. 1 to Agreement No. 25097B with the City increases the reimbursable expenses for the City to also take part of the storm drain cleaning and CCTV efforts. Additionally, the Amendment to the Agreement with the City includes reimbursement for the County to hire a construction inspector and tester. Due to the proximity of the City and County jurisdictions, it is more efficient for the agencies to share a construction inspector and tester, rather than to provide separate inspectors. This will also ensure uniformity in the pavement in both jurisdictions. Miller Pacific Engineering Group was hired by Napa County, through use of an existing on-call Agreement, to provide such construction services.
Requested Actions:
1. Approve and authorize Amendment No. 1 to Agreement 250396B with NCE, increasing the total compensation under the Agreement by $71,350 for a new contract total of $557,350 for additional CCTV, storm drain cleaning, and design support services for the Pueblo Pocket Rehabilitation Project; and
2. Approve and authorize Amendment No. 1 to Agreement 250397B (City Agreement No. 2025-109) with the City of Napa, increasing the City’s maximum reimbursement to the County by $68,049, for a new contract total reimbursement of $229,111 to add CCTV and storm drain cleaning efforts to the design budget and to utilize the County’s consultant, Miller Pacific Engineering Group, for construction inspection and testing services for the Pueblo Pocket Rehabilitation Project.

Discretionary Justification:

CCTV and storm drain cleaning efforts are recommended to determine the condition of the County’s existing underground infrastructure and to provide an opportunity to repair any damaged or failing infrastructure that could further damage the road, leading to a more costly repair in the future and a reduced pavement condition index of the County roadways impacted.

Construction of Phase 1 will be completed in FY 2026-27. Construction of Phase 2 will be completed in FY 2027-28.

Consequences if not approved:

If neither amendment to the Agreements with NCE or the City are approved, the County risks paving over infrastructure that may be damaged or failing and which would create a costlier repair in the future.
