Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to sign Revenue Agreement No. 240034B with California Department of Public Health (CDPH) with no contract maximum for Fiscal Years (FY) 2024-2027 for costs associated with the Acquired Immunodeficiency Syndrome (AIDS) Drug Assistance Program (ADAP).

EXECUTIVE SUMMARY
Approval of today’s action will continue funding for HHSA’s Self-Sufficiency Services Division (SSSD) ADAP administrative costs associated with enrollment, screening and recertification of ADAP clients. SSSD assists clients with Human Immunodeficiency Virus (HIV) and AIDS who are enrolled in the program to obtain necessary medications at a reduced cost.
CDPH pays counties using a fee-for-service model, therefore there is no maximum to this Revenue Agreement.

While there is no mandate to contract with CDPH, this agreement provides essential funds for the continuation of ADAP and allows HHSA to invoice the Office of AIDS (OA) for reimbursement for ADAP administrative costs. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
HHSA’s SSSD had a multi-year revenue agreement with CDPH for assistance with administrative costs associated with the enrollment, screening and recertification of ADAP clients; that agreement terminated June 30, 2023, this agreement seeks to continue this funding.
HHSA’s SSSD is responsible for the intake, maintenance, and administration of ADAP cases. Case maintenance includes, but is not limited to, annual program renewals, documentation of changes in the client's circumstances such as changes in income and entering lab results into a designated website.
Eligibility is based upon reported income and associated financial hardship. Many are low-income who are uninsured or underserved. Eligible ADAP clients are referred to a local pharmacy that participates in the program. SSSD case workers assigned to ADAP cases will coordinate with pharmacies and medical providers on the client's behalf as needed.
Approximately 25 clients are currently receiving appropriate, accessible, and cost-effective services through SSSD for these services. For FY 2022-2023, Napa County received $11,800 to provide ADAP services.
Documents for this revenue agreement were not received from CDPH until July 28, 2023.
