This is an informational item; no action is proposed.
Discussion:
In response to questions raised concerning the review and processing of use permit/major modification applications during the Planning Commission and Board of Supervisor’s meetings, staff will be providing an overview of the Planning Division’s permit process for use permit application types. The purpose of this agenda item is for educational purposes only. It is not intended as policy discussion on use permit regulations. The Commission may accept public comments or questions at the Commission's discretion.
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The presentation and discussion is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
This item will consist of a brief presentation by Planning Staff on the permitting review process associated with the following use permit application types:
• Winery Application Types: Use Permit (New Winery/Conservation Regulation Exception), Micro Winery, Use Permit Small Winery Exemption, Major Modification, Minor Modification, and Winery Administrative Permit.
• Residential & Non-Residential Project Application Types: Use Permit (New Use/Conservation Regulation Exception), Major Modification, Minor Modification, and Very Minor Modification.
In addition, staff may provide a brief discussion on other related actions associated with use permits such as the Status Determination and Use Determination process and purpose.
Attached for Commission review is the Planning Division’s Public Review Information Chart for items appearing before the Planning Commission and Zoning Administrator, as well as for the processing of Minor Modification and Winery Administrative Permit applications. Following this presentation, Planning Division staff will be available to respond to questions and comments from the Commission. The Commission may also accept public comments or questions at the Commission's discretion.
