BACKGROUND

The Napa County Library Main Branch was the result of the efforts of a group of 19th-century young men who called themselves “The Excelsior Club.” They developed a small collection over the years to serve the Napa community, and that collection was taken over by the City of Napa in 1885. In 1901, George E Goodman donated a building for housing the library-the Goodman Library-which served the citizens of Napa for 60 years. In 1916, the State of California passed legislation that allowed counties to establish free public libraries, and the Napa County Board of Supervisors then established the Napa County Free Library, located just three blocks from the Goodman Library in downtown Napa. In 1963, the Napa City Library merged with the Napa County Free Library. In order to better serve the growing service area, and with a combination of funds from the library, the Friends of the Library, and federal and local grants, the current library on Coombs Street was built in 1974. The Library was expanded in 1994 and has since undergone several remodels and improvements. Overall, the facility functions well but is due for maintenance.

On October 7, 2025, the Board approved and authorized Agreement No. 260170B with YEI Engineers, Inc. for a maximum of $504,772 for engineering services and construction support for the “Napa Library HVAC Replacement Project.” The project’s scope was to replace eight (8) existing rooftop heating, ventilation, and air conditioning (HVAC) units and one (1) existing mini split unit that provide heating and cooling to the Napa Library, 580 Coombs Street. All nine (9) of these units require replacement as they are past their useful lives.

The Amendment expands the design contract to include several additional improvements identified by Library staff. These enhancements include remodeling the first-floor restrooms; upgrading lighting in an interior stairway; replacing carpet on the first and second floors; repainting select interior areas; replacing the front patio shade structure; designing an enclosed, secure storage area for the Tool Lending Library; replacing two sets of double doors; and conducting feasibility studies for improvements to the Library’s outdoor ADA ramp and interior emergency lighting system.

The improvements were selected to enhance safety, accessibility, functionality, and the overall experience for patrons. Staff further determined that incorporating these improvements into the existing project scope would be the most efficient and cost-effective approach, allowing all work to be completed during a single closure while maximizing the Library’s ability to serve the community.

Staff recommends the approval of Amendment No. 1 with YEI Engineers, Inc., to revise the maximum contract amount of $785,427 to provide additional design and construction support services. Budget is available in the Napa Library HVAC Replacement Project fund to support the cost of the Amendment as well as additional County project management activities

Discretionary Justification:

Addressing the HVAC maintenance and other facility needs for the Napa Library is necessary to prevent failure that would lead to emergency repairs.

Staff may return to request a budget amendment to fund the construction phase of the project.

Consequences if not approved:

The HVAC units and other facility needs will not be replaced and could fail without a design in place to address replacement.
