Director of Human Resources request adoption of a Resolution amending the Departmental Allocation List for the Human Resources Division of the County Executive Office by adding one .75 full-time equivalent (FTE) Benefits Technician and deleting one .5 FTE Benefits Technician, effective July 23, 2022, for a net increase of .25 FTE and a slight increase to the County General Fund.

EXECUTIVE SUMMARY
If approved, this request adds a .75 FTE Benefits Technician to the Human Resources Division of the County Executive Office and deletes a .5 FTE Benefits Technician to continue to comply with Affordable Care Act reporting requirements and assist with the marketing and communication efforts for the Benefits Team, administer the County’s Wellness Program, provide support with day-to-day tasks during high volume periods such as Open Enrollment, and assist with the rollout of the County’s new Enterprise Resource Planning Software implementation.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The part-time Benefits Technician was originally added to ensure County compliance with the reporting requirements of the Affordable Care Act. The position’s scope of work has since expanded to include marketing and communication for the Benefits Team, administering the County’s Wellness Program, as well as to providing support to the Benefits Team with day-to-day tasks and during high-volume periods such as Open Enrollment. In addition, the incumbent is helping with the implementation of Tyler Munis, the County’s new Enterprise Resource Software, by building tables and helping design benefits processes. The incumbent is already working extended hours consistently to ensure that the Benefits Team continues to provide excellent customer service to County employees. The level of service that employees require has increased in complexity, which has required for the incumbent to work an additional 5-10 hours per week.
Therefore, the Director of Human Resources requests the addition of a .75 full-time equivalent (FTE) Benefits Technician, the deletion a .5 FTE Benefits Technician, for a net increase of a .25 FTE Benefits Technician to the Human Resources Division of the County Executive Office, effective July 23, 2022.
