EXECUTIVE SUMMARY
The Carneros Volunteer Fire Company is requesting that a portion of Henry Road between the entrance to Artesa Winery at Mile Post Marker 1.42 and the end of Henry Road be closed from 7:00 A.M. and 11:00 A.M. on Sunday, May 1, 2022, for the Carneros Run. This partial closure will facilitate the running of the race and will improve public safety during the event.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: Approval of the project is a ministerial action which is exempt from CEQA (14 CCR 15268; Friends of Sierra Madre v. City of Sierra Madre (2001) 25 Cal.4th 165).
BACKGROUND AND DISCUSSION
The Carneros Volunteer Fire Company has requested that a portion of Henry Road be closed to facilitate public safety for the Carneros Run on Sunday, May 1, 2022. The event starts at Artesa Winery and proceeds down the driveway, turning left onto Henry Road, and continuing to where the road dead ends and returns along the same route. Participants can opt for either the 5K or 10K distances. No spectators will be allowed along the course. All businesses and residents along the course route will be contacted no later than two weeks prior to the event.
The Carneros Volunteer Fire Company has sponsored this event since 2008. There will be approximately 300 runners participating in this event to help raise funds for the Carneros Fire Department. There have been no concerns with this event in prior years.
Besides parking on Artesa property, vehicles will be parked along the side of Henry Road and Dealy Lane, under the supervision of experienced volunteers. Buses will pick up runners on Dealy Lane and transport them to and from Artesa Winery. The pick up starts at 6:30 A.M. until conclusion of the race at approximately 11:00 A.M.
The applicant has obtained a certificate of insurance naming the County as additional insured.
Public Works has included conditions to ensure a safe environment for the public. These conditions are:
A. All traffic control devices and personnel shall be in conformance with Caltrans' Traffic Manual;
B. All properties having access to the portion of Henry Road being closed shall be notified prior to the event and access shall be provided to them during the event;
C. Access shall be provided for emergency vehicles at all times;
D. A certificate of insurance in the amount of $1,000,000 shall be provided to the County naming the County of Napa as additional insured; and
E. All costs of clean up and repairs to County facilities damaged as a result of this event shall be borne by the Carneros Volunteer Fire Department.

-Alpha Win Triathlon, April 9 & 10 - Lake Berryessa - Traffic control for Berryessa-Knoxville Road north of Pope Canyon Rd
